Development

Building the infrastructure of the next generation of sport.

A world-first destination combining luxury hospitality, elite athlete development, entrepreneurship and community impact — on the shores of Lake Muhazi, Rwanda.

MoU — Rwanda Development Board

SportaaS formalises landmark development agreement with Rwanda Development Board.

SportaaS and the Rwanda Development Board (RDB) have signed a Memorandum of Understanding to explore opportunities in sports development and tourism investment across Rwanda. The agreement was signed in Kigali by Derek Stewart, Founder and Chief Executive of SportaaS, and Jean-Guy K. Afrika, Chief Executive Officer of the Rwanda Development Board.

The MoU formalises a framework for bilateral engagement between SportaaS and the RDB, with the objective of identifying investment opportunities that support Rwanda's continued development as one of Africa's leading sports and tourism destinations. Areas of focus include sports infrastructure investment, club development programmes, tourism facility enhancement and the broader sports economy.

The agreement extends SportaaS's geographic mandate across Sub-Saharan Africa, consistent with the firm's capital thesis that the most significant opportunities in global sports markets lie in under-served, high-growth economies where institutional management has been absent.

"Rwanda's ambition is matched by its execution. The country's infrastructure, governance and international engagement are genuinely impressive — and there is a clear alignment between what Rwanda is building and what SportaaS is deploying capital to support across the African continent."

Economic Impact

A national platform for tourism, talent and long-term foreign investment.

While this project begins as a resort development, its true value lies in its ability to attract international visitors, elite athletes, global events and sustained foreign capital into Rwanda at scale. All figures below are projected — subject to phased development timelines and market conditions.

$150M+
Projected total investment — combined private capital, debt finance and residential sales across the full development
300–500
Projected construction employment — direct jobs created during the development phase
350–600
Projected permanent roles — operational positions across hospitality, sport and education at full build-out
20,000–40,000
Projected annual destination visitors at operational maturity
$25–40M
Projected annual visitor spend — direct in-destination expenditure excluding residential
$50M+
Projected residential sales potential — branded eco-residential units available to international buyers
Elite Sports Academy

Creating pathways from Rwanda to the world.

The academy is modelled on the world's leading high-performance centres — combining FIFA-standard infrastructure, residential athlete development, education and international partnerships in a single, purpose-built environment on the lake.

Co-located within the resort complex, the academy creates a live commercial environment in which elite training, international camp business and sports education operate in close proximity — generating compounding value for the overall destination and embedding talent development at the heart of the project from day one.

Sustainability by Design

Luxury with purpose. One of Africa's most sustainable destinations.

Sustainability is not an add-on to this project. It is a design principle embedded from the earliest stage — governing construction methodology, energy systems, material sourcing and landscape management across the entire site.

The ambition is to set a new benchmark for eco-tourism, sport and wellness development on the African continent — targeting globally recognised certification from both LEED and EarthCheck while maintaining the luxury standard demanded by the resort's target audience.

Prefabricated construction techniques reduce on-site waste and disruption. Solar energy systems minimise grid dependency. Water management infrastructure protects the lake environment. Local materials and labour reduce the carbon footprint of the supply chain and embed the project in the regional economy from day one.

LEED Platinum
Target certification — highest standard in global green building assessment
EarthCheck
Target certification — leading sustainability standard for the travel and tourism industry
Solar Energy Systems
On-site renewable energy generation targeting near-grid independence
Local Materials & Labour
Supply chain designed to maximise Rwanda-sourced materials and employment
